What are the implications of developing a new media-architecture for methodology?

Site surveys for media, media surveys for sites.
How to develop work in-between architecture and media? Necessarily it must serve the public, because our current iteration of spatialzed media is media skins on existing architecture. It is also commercial, and urban for the most part. These experiments should be located ed in a highly trafficed, but not highly public context, with the goal of activating that space. My goal isnt to make finished public art projects that have to do with improving peoples lives, but the bar is to have unexpected and rich responses from the civic beurocracy.
Four methods of inquiry will be framed around the idea of ground truthing-
“a term used in cartography, meteorology, analysis of aerial photographs, satellite imagery and a range of other remote sensing techniques in which data are gathered at a distance. Ground truth refers to information that is collected “on location”. In remote sensing, this is especially important in order to relate image data to real features and materials on the ground. The collection of ground-truth data enables calibration of remote-sensing data, and aids in the interpretation and analysis of what is being sensed”. – wickipedia
1 documenting a civic site through image taking, movie making, and audio recording
2 interpereting that data
3 make conceptual models of activing limnal public spaces (video, images, physical. 3d models)

4 presenting/convincing through presentations to policymakers
